Abstract
Potrebno je razlikovati proračunski deficit i javni dug. Proračunski deficit se determinira kao višak ostvarenih rashoda nad prihodima u jednoj godini, dok je javni dug determiniran kao kumulativ prošlih proračunskih deficita. Prilikom razmatranja preraspodjele javnog duga najvažnije je voditi računa o tome za što se sredstva namijenjena javnim dugom koriste. Ukoliko se navedena sredstva koriste za povećanje ekonomskog potencijala, onda neće doći do opterećivanja budućih generacija, a ukoliko ista služe tekućoj potrošnji doći će do opterećivanja budućih generacija. U Republici Hrvatskoj prisutno je konstantno povećanje javnog duga. Javni dug u Republici Hrvatskoj je visok, također je prisutan i visok udio javnog duga u BDP-u, što pred istu stavlja velike izazove i donošenje mnogih teških odluka.
Abstract (english)
It is necessary to make a distinction between budget deficit and public debt. Budget deficit is determined as the excess of expenditures over revenues in one year, while public debt is the cumulative amount of past budget deficits. When considering the reallocation of public debt, the most important thing to keep in mind is what the funds intended for the public debt are used for. If those funds are used to increase the economic potential, then there will be no strain on future generations, but if they serve the current spending, burdening of future generations will occur. In the Republic of Croatia, there is a steady increase in public debt. Public debt in the Republic of Croatia is high, there is also a high ratio of public debt to GDP, which places before it great challenges and many difficult decisions to be made.
