Abstract
Poslovni sustav je organizacijski sustav kojeg opisuje skup informacija o prošlosti i sadašnjosti i poslovnih procesa koji ih obrađuju. Svaki poslovni sustav treba imati vlastiti informacijski sustav (IS), kojim se obrađuju podaci u svim dijelovima poslovanja. Informacijski sustav važan je segment svakog poslovnog sustava. Njegova je funkcija neprekidno opskrbljivanje informacijama svih razina upravljanja, odlučivanja i svakodnevnog poslovanja. Zadaci IS-a koji podržava takav složeni poslovni sustav jesu: prikupljanje, razvrstavanje, obrada, čuvanje, oblikovanje i raspoređivanje podataka svim radnim razinama poslovnog sustava. Ciljevi informacijskih sustava usko su povezani s ciljevima poslovnih sustava, a oni su profitabilnost, proizvodnost, udio na tržištu, razvoj ljudskih resursa, očuvanje i razvijanje financijskih resursa, inovacije, te kvalitetno povezivanje s okruženjem. Faze razvoja IS-a su planiranje (strategija) IS-a, analiza poslovnog sustava, oblikovanje IS-a, izrada IS-a, te uvođenje u rad. Modeli organizacije IS-a mogu biti centralizirana, decentralizirana ili distribuirana organizacija IS-a. Informacijsko - komunikacijske tehnologije (IKT) su zajedno s inovacijama proizvoda, procesa i organizacije, te s cjeloživotnim učenjem i organizacijskim znanjem jedan od tri pokretača ekonomije znanja. Danas se IKT smatra kao jednim od ključnih faktora promjena u svijetu omogućavajući nesmetani protok i transparentnost informacija, podataka i znanja, te dostupnost tržišta malim i velikim korisnicima. IKT mijenja suvremene načine poslovanja i organizaciju tržišta, te otvara nove perspektive za vlade, kompanije i ljude pojedinačno. Strateško planiranje podrazumijeva donošenje najvažnijih i dugoročnih odluka u kontekstu predvidivih i neočekivanih okolnosti. Može se definirati kao aktivnost koja uključuje odluke o ciljevima, sredstvima, aktivnostima i rezultatima. Strateško planiranje informacijskog sustava je nezaobilazan proces u razvoju informacijskog sustava. Kroz strateško planiranje organizacija mora odgovoriti na tri pitanja: Tko smo, što smo, što sada radimo i zašto?, Što želimo biti i raditi u budućnosti i zašto?, te Kako ćemo stići iz sadašnjosti u budućnost?. Kroz proces strateškog planiranja, organizacije mogu istražiti okruženje u kojem postoje i djeluju, istražiti čimbenike i trendove koji utječu na način poslovanja, pronaći najpovoljniji oblik za zadovoljavanje zakonskih i ostalih pravnih ograničenja u kojima djeluju, ispuniti svoju misiju, te postići zadane strateške ciljeve.

Business system is an organizational system described by set of information about the past and presence and business procedures that process them. Every business system should have its own information system (IT system) to process data in all business segments. Information system is an important segment of every business system. Its function is to constantly collect information from all levels of management, decision-making and daily operations. IT system tasks supporting such a complex business system are: collecting, classification, processing, preservation, formatting and allocation of data to all business system working levels. The objectives of information systems are closely linked to the following objectives of business systems: profitability, productivity, market share, human resources development, preservation and development of financial resources, innovations and quality connections with the environment. Stages of IT system development are planning of IT system (strategies), business system analysis, IT system formatting, IT system production and its deployment. Models of IT system organization can be centralized, decentralized or distributed organization of IT system. Information and communications technology (ICT), along with product innovation, process and organization and lifelong learning and organizational knowledge, is one of the three initiators of knowledge economy. Today ICT is considered to be one of the key factors of changes in the world enabling unhindered flow and transparency of information, data and knowledge and market availability to both small and big users. ICT changes modern ways of conducting business and market organization, and it offers new perspectives for governments, companies and people individually. Strategic planning involves making of the most important and long-term decisions in the context of predictable and unexpected circumstances. It can be defined as an activity that includes decisions on objectives, resources, activities and results. Strategic planning of an information system is an essential process in the development of the information system. The strategic planning of an organization must provide answers the following three questions: Who are we, what are we, what are we doing now and why?, What do we want to be and do in the future and why?, and How will we get from the present to the future?. Through strategic planning process organizations can explore the environment in which they exist and operate, explore factors and trends that affect the way of doing business, find the most suitable form to meet the statutory and other legal constraints that apply to their operation, fulfill their mission and achieve set strategic goals.
