Abstract
Prema Zakonu o stambenoj štednji i državnom poticanju stambene štednje (čl. 13. NN 109/97) stambena je štednja u Republici Hrvatskoj određena kao "organizirano prikupljanje novčanih sredstava-depozita od fizičkih i pravnih osoba radi rješavanja stambenih potreba štediša odobravanjem stambenih kredita uz financijsku potporu države na području Republike Hrvatske. Provedena analiza poslovanja stambenih štedionica u Republici Hrvatskoj sustava pokazala je da raste broj ugovora o stambenoj štednji i depozita s ugovorenim ročnostima duljima od 5 godina, neto kamatni prihodi (najvećim dijelom od stanovništva i javnog sektora) čine većinu prihoda stambenih štedionica, ali su i nekamatni prihodi relativno visoki, iako su i dalje nešto niži u odnosu na banke. Sustav stambene štednje je u Hrvatskoj visoko kapitaliziran i stabilan te štedionicama financijski isplativ, ima niži stupanj rizičnosti u odnosu na banke, sve se više razvija. Snižavanje državnih poticajnih sredstava utjecalo je na usporavanje rasta depozita štedionica, kao i na smanjenje profitabilnosti. U promatranom razdoblju dolazi do povećanja profitabilnosti stambenih štedionica. Najznačajniji rizici s kojima se stambene štedionice u Republici Hrvatskoj svakodnevno susreću u svojem poslovanju su kamatni rizik u knjizi banke (zbog kreditiranja na dugi rok s fiksnim kamatama), kreditni rizik (zbog odobravanja kredita stambenim štedišama) te rizik likvidnosti (zbog kratkoročnih i dugoročnih obveza i upravljanja aktivom i pasivom). Ova analiza pokazuje da stambene štediše prepoznaju dugogodišnju tradiciju i uspješnost poslovanja, te stambenu štednju kao atraktivan i siguran proizvod te je vidljiv nastavak takvog trenda u budućnosti.

According to the Act on Housing Savings and State Incentives for Housing Savings (Art. 13. NN 109/97) housing savings in the Republic of Croatia can be defined as organized collection of funds - deposits of individuals or corporations to resolve housing related issues through housing loans approvals with the financial support that the Republic of Croatia provides. The analysis of housing savings banks in the Republic of Croatia shows that there is an increase in the number of housing savings contracts and deposits with maturities longer that 5 years. Net interest income (mostly from the citizens of the Republic of Croatia and the public sector) makes the majority of income for housing savings banks and the non-interest incomes are also relatively high. The system of housing savings in the Republic of Croatia is highly capitalized, stable and has a lower risk rate compared do traditional banks. This paper shows the development of housing savings banks and the effect of state incentives that caused a slowdown in deposit savings and profitability. The most significant risks that housing savings banks encounter are: the interest rate risk (long term loans with fixed interest rates), credit risk (loan approvals to clients of housing savings banks) and the liquidity risk (due to short term and long term liabilities and asset management). The analysis in this paper shows that the clients of the housing savings banks find housing savings as an attractive and safe product and that they can rely on the housing savings banks because of their long tradition and successful business throughout the years.
