Abstract
Pretpristupni program IPA djeluje od 2007. godine, kao zamjena za prvu generaciju programa pomoći CARDS, SAPARD, ISPA i PHARE. Cilj IPA-e je pružanje pomoći oko ulaska u Europsku uniju državama kandidatkinjama i državama sa statusom potencijalnog kandidata za članstvom Unije. Kroz pružanje pomoći nastoji se postići usklađivanje nacionalnog zakonodavstva s pravnom stečevinom Europske unije, jačanju kapaciteta za provedbu novih zakona i propisa, te pripremiti zemlju za korištenje Kohezijskog i Strukturnog fonda nakon ulaska u EU. Program IPA se sastoji od pet komponenti, a to su: Pomoć u tranziciji i izgradnja institucija, Prekogranična suradnja, Regionalni razvoj, Razvoj ljudskih potencijala i Ruralni razvoj. Hrvatska je bila korisnica IPA-e od 2007. do 2013. godine, i u tom razdoblju uspješno iskoristila dodijeljena financijska sredstva kroz svih pet komponenti. Za sveobuhvatnu koordinaciju IPA-e u Hrvatskoj zaduţeno je Ministarstvo regionalnog razvoja i fondova EU-a, dok je Ministarstvo financija odgovorno za sveukupno financijsko upravljanje. Za ulazak Hrvatske u EU, bilo je potrebno provesti određene strukturne promjene koje su zahtjevale znatna financijska sredstva. Kroz provođenje IPA programa pružena je financijska i tehnička pomoć u postupku pristupanja, a ostveren je i gospodarski rast i razvoj, razvoj poduzetništva, pružena je pomoć MiS poduzećima, privukle su se nove investicije, povećao se izvoz, postignuo ruralni i regionalni razvoj, razvoj ljudskog kapitala kroz povećanje zaposlenosti i borbe protiv isključenosti osoba kojima je onemogućen pristup tržištu rada, zaštita okoliša, prometne i regionalne povezanosti i sl. Stjecanjem punopravnog članstva 1. srpnja 2013. godine, Hrvatska je postala 28. članica Europske unije. Tog dana Hrvatskoj su na raspolaganje stavljena sredstva iz Strukturnih fondova (Europski fond za regionalni razvoj i Europski socijalni fond) i Kohezijskog fonda, tj. fondova namijenjenih ekonomski slabije razvijenim područjima EU-a, što za Hrvatsku predstavlja značajno veće izvore i iznose financiranja. Uz te fondove, Hrvatska je danom pristupanja u mogućnosti početi koristiti i fondove namijenjene poljoprivredi, ribarstvu i ruralnom razvoju, pripremi za pristupanje Šengenskom prostoru te druge programe i inicijative.

From 2007 onwards, the Instrument for Pre-Accession Assistance (IPA) replaces a series of Eruopean union programmes and finanancial instruments for candidate countries or potential candidate countries, CARDS, PHARE, ISPA and SAPARD. The main objectives of the IPA assistance to candidate and potential candidate countries is in their harmonization and implementation of the acquis communautaire and to prepare them for the use of the Cohesion fund and Structural funds. IPA is made up of five components: Assistance for transition and institution building, Cross-border cooperation, Regional development, Human resources development and Rural development. In the period 2007 - 2013 Croatia has successfully used the funds of the IPA program and participated in the implementation of all components. Ministry of Regional development and EU funds is responsible for overall coordination of the IPA programme in the Republic of Croatia, while the Ministry of finance is responsible for overall financial management. Structural changes that were necessary in order for the Republic of Croatia to join the European union were very expensive and that was the fact that this programme offer substantial financial and technical help in the process of accession. The Republic of Croatia has achieved through components economic growth and development, attracting new investments, developing enterpreneurship and the support to SMEs, increasing export, rural and regional development, environmental protection, strengthening human capital, combating exclusion and increasing employment. Republic of Croatia is the 28th member states of the European union since July 1st 2013. and than, a broader range of sub-programmes for financing became available for country, with significantly greater sources and amounts of funding. Croatia has, by its accession to the EU, started using structural funds (European Fund for Regional Development and European Social Fund) and the Cohesion Fund. These funds are intended for the economically less developed areas of the EU. In addition to these funds, Croatia has, since the date of the entry to the EU, the possibilities to use the funds intended for agriculture, fisheries and rural development, the preparation for accession to the Schengen area, as well as other programs and initiatives.
