Abstract
Benchmarking se u suvremeno doba primjenjuje podjednako na primjeru privatnog i javnog sektora. Iako je zastupljeniji na primjeru razvijenih zemalja svijeta, postaje sve popularnija praksa i u ostalim državama pa tako i u Republici Hrvatskoj. Iako predstavlja relativno novi pojam, u današnjici se ističe osobitom popularnošću, a doprinosi kvaliteti poslovanja i razvoja organizacija, konkurentnosti i performansama, strateškom planiranju i upravljanju te ostalim aspektima. Benchmarking u hrvatskom javnom sektoru još uvijek nije zaživio u dostatnoj mjeri, no u budućosti se očekuje njegov veći značaj. Vodeći problemi njegove provedbe su nedovoljna razina znanja, nedostatna participacija i suradnja dionika, pasivnost vlade, nedostatak financijskih sredstava i slično. Smatra se da upravo u ove segmente treba usmjeriti buduće napore kako bi situacija u javnom sektoru, po pitanju ovoga procesa, bila učinkovitija i efikasnija.
Abstract (english)
In the contemporary time benchmarking is practised equally in the private and the public sector. Although is more representative in the developed counties, it becomes increasingly popular in the all other countries of the world, as well as in the Republic of Croatia. It is relatively new concept but today benchmarking is very popular process in the context of business and develope, competitiveness and performance, strategic management and other aspects. Benchmarking in the Croatian public sector is not applied sufficiently yet, but in the future is expected to get a greater importance. Leading issues of its implementation are insufficient knowledge, insufficient participation and cooperation of all stakeholders, government passivity, lack of financial resources and so on. It is considered that these segments should be improved in the future to make the currently situation more effective and efficient.
