Abstract Vodeći resurs u turizmu svakako je geografski prostor na kojemu se formira turistička ponuda, a ujedno i konzumiraju integrirani turistički proizvodi. Turistička regionalizacija tek dijelom počiva na standardnim kriterijima geografske regionalizacije, što je i opravdano s obzirom na specifičnost turizma, posebnost određivanja granica turističke regije, kao i ostalih motiva te razloga. Imperativ pri tome ima turistička regionalizacija svijeta izdana od Svjetske turističke organizacije.
Na osnovu ove regionalizacije Europa je prepoznata kao dominantna dinamična kategorija. Europa je vodeće emitivno i receptivno turističko tržište na međunarodnoj razini. S obzirom da većina država Europe biva integrirana u nadnacionalnu tvorevinu, Europsku uniju, ovaj status opravdano je vezati uz istu. Razvoj turizma Europske unije izravno je podržan vrlo razrađenim, stabilnim i učinkovitim institucionalnim okvirom. Pri tome se misli na postojanje brojnih tijela ili institucija, koje se usmjeravaju na uređenje, stabilnost i konkurentnost turizma. Vodeće institucije pri tome su Komisija i Parlament, no ne treba zanemariti doprinos i učinke ostalih institucija te specijaliziranih organizacija. Turizam je po mnogočemu specifična i vrlo kompleksna socio-ekonomska pojava. To se, između ostaloga potvrđuje i kompleksnošću inicijativa Europske unije koje su usmjerene njegovu planiranju, upravljanju razvojem, poslovanju, ali i kontroli te razvoju. Daje se zaključiti kako su to strateška pitanja ili područja u kontekstu održivog razvoja turizma. Na ovaj način Europska unija osigurava stabilnu okolinu u turizmu, pojednostavljuje kompleksno poslovanje i zahtijevan razvoj, a ujedno stvara i osnovu za spremno odgovaranje na neke buduće izazove i promjene.
Abstract (english) The leading resource in tourism is certainly the geographic space where tourist market offer is formed and at the same time where integrated tourism products are consumed. Tourism regionalization is only partly based on the standard criteria of geographic regionalization, which is justified in view of the specificity of tourism, the particularity of determining the boundaries of the tourist region, as well as other motives and reasons. The imperative of this is the tourist regionalization of the world issued by the World Tourism Organization. Based on this regionalization, Europe is recognized as the dominant dynamic category. Europe is the leading emitive and receptive tourist market on an international level. Since most countries of Europe are integrated into a supranational creation, the European Union, this status is justified to link to the same. The development of European Union tourism is directly supported by a highly elaborate, stable and efficient institutional framework. It is about the existence of numerous bodies or institutions that focus on the design, stability and competitiveness of tourism. The leading institutions are Commission and Parliament, but the contribution and the impact of other institutions and specialized organizations should not be ignored. Tourism is in many ways a specific and very complex socio-economic phenomenon. Among other things, this is confirmed by the complexity of the European Union's initiatives aimed at planning, managing development, business, but also controlling and developing it. It can be concluded that these are strategic issues or areas in the context of sustainable tourism development. In this way, the European Union ensures a stable environment in tourism, simplifies complex operations and demanding development, and at the same time creates the basis for a readiness to respond to future challenges and changes.
