The budget is a financial document by which revenues and receipts are assessed and expenses are determined on an annual base, in accordance with the law. Every process, and therefore also the budget, has its phases and main participants. This woek puts its largest empahsis on accounting of financial property in the budget system. International accounting standards for the public sector (MRSJS/IPSAS) in international frames represent the harmonization backbone oft he national accounting based on the calculation basis. The standard goal is to attempt to harmonize different accounting standards in different countries in a way to encourage acceptance of international accounting standards by national and accounting authorities. Graduate thesis is divided by the theoretical and empirical part. In the theoretical part, the application of financial property oft he theoretical area MRSJS substrate is explained, and the second part is based on the empirical research oft he financial property accounting by the Marčana municipality budget users. The goal of this work is to research problems which smaller budget users face when apply the MRSJS and understanding turther the system of accounting financial property in the coverage of the budget accounting of Republic of Croatia. The application of MRSJS for smaller budget users is too detailed and time consuming. and smaller budget users are administratively burdened enough by upholding the legal state accounting regulations and principles.
