Posljedica najnovijeg ubrzanja globalizacije i liberalizacije trgovine porast je konkurencije i na domaćem i na stranim tržištima, tako da države koje nemaju izgrađen koncept gospodarske diplomacije ne mogu imati proaktivnu ulogu u odnosima s drugim državama, već postaju objekt ekonomskih diplomacija drugih država. U prošlosti gospodarska diplomacija je dovođena uglavnom u vezu s pitanjima iz područja pregovora oko tarifa i kvota na uvoz i ostalih uvjeta za trgovinu. Danas ona pokriva mnogo širi spektar državnih propisa i postupaka koji utječu na međunarodnu trgovinu od standarda za zdravlje, sigurnost, okoliš i zaštitu potrošača do propisa koji obuhvaćaju usluge kao što su bankarstvo, telekomunikacije i računovodstva, te politike tržišnog natjecanja, poreze i imigracijsku politiku. Istovremeno, hrvatsko gospodarstvo oporavlja se od duboke ekonomske krize, opterećeno rastućim i neodrživim razinama javnog duga. Izvješće za Hrvatsku 2015. godine Europske komisije govori o nizu strukturnih teškoća, kao što su slabi rast, dugotrajno restrukturiranje poduzeća, niska razina zaposlenosti, ugrožena vanjska održivost, visoke inozemne obveze i javni dug te smanjenje potrošnje i investicija. Izuzev navedene problematike Hrvatska se nalazi u postupku pojačanog nadzora u okviru postupka zbog makroekonomskih neravnoteža i u proceduri prekomjernog proračunskog deficita (dalje u tekstu: EDP). EDP je aktiviran u siječnju 2014. godine, ali je od lipnja 2014. godine stavljen u mirovanje, jer je Europska komisija utvrdila da Hrvatska poduzima odgovarajuće mjere u svrhu korigiranja proračunskih neravnoteža. U tom kontekstu postavlja se pitanje kako pokrenuti nove investicijske projekte, zaustaviti gospodarski pad i ponovno ostvariti ekonomski rast, kao i cjelokupan gospodarski razvoj neke zemlje, te koja je uloga gospodarske diplomacije neke zemlje u tome, odnosno koji je organizacijski model gospodarske diplomacije ključno provoditi kako bi se pronašli načini za ostvarivanje zacrtanih i postavljenih ciljeva rasta i razvoja neke zemlje. Sam model gospodarske diplomacije svake države označava diplomatske aktivnosti usmjerene na unapređenje i zaštitu ekonomskih interesa zemlje, a njezin koncept treba osigurati da aktivnosti takve diplomacije budu efikasne i uspješne. Svaka država izgrađuje vlastiti organizacijski model gospodarske diplomacije kojim će u najvećoj mogućoj mjeri zaštititi i osigurati svoj gospodarski rast i razvoj, te se što bolje pozicionirati u međunarodnom okruženju. Sva saznanja, iskustva i tradicije koje pojedina zemlja ima u svojem međunarodnom pozicioniranju sažeta je u njezinu organizacijskom modelu (načinu) komuniciranja s drugim akterima (subjektima) na međunarodnoj sceni, a skup svih tih aktivnosti definira se kao model gospodarske diplomacije. U literaturi se nailazi na sljedeću klasifikaciju modela gospodarske diplomacije: a) Unificirani model – u kojem Ministarstvo vanjskih poslova potpuno upravlja i ujedinjava pitanja povezana s vanjskim poslovima i vanjskom trgovinom b) Djelomično unificirani model – u kojem Ministarstvo vanjskih poslova i Ministarstvo gospodarstva zajedno uspostavljaju poseban odjel koji se bavi trgovinom i investicijama c) Model treće agencije – Ministarstvo vanjskih poslova uopće se ne bavi trgovinskim pitanjima, a neovisna tijela koja djeluju pod nadzorom MVEP preuzimaju poslove povezane s trgovinom d) Model natjecanja – zadaci Ministarstva vanjskih poslova i drugih Ministarstava se preklapaju, bez jasne podjele poslova, i to ne samo onih koji se odnose na trgovinu i vanjsku politiku, već i onih sa sudjelovanjem na sastancima međunarodnih organizacija e) Model prepuštanja – Ministarstvo vanjskih poslova prepušta pitanja povezana s trgovinom i investicijama i prepušta ih drugim ministarstvima. Počeci, stanje i razvoj gospodarske diplomacije Republike Hrvatske u literaturi su poprilično zapostavljeni i neobrađeni, posebice u odnosu na samu javnu diplomaciju, te nije dovoljno jasno postavljen teorijsko-konceptualni okvir razumijevanja gospodarske diplomacije. Dosadašnja istraživanja u području gospodarske diplomacije RH bazirala su se na kvalitativnom pristupu, odnosno teorijskom konceptu istraživanja, dok se kvantitativan aspekt istraživanja zanemarivao primarno zbog nedostataka podataka, odnosno kvantitativnih mjerenja iz područja istog. Organizaciju i dosege pojedinog modela gospodarske diplomacije moguće je uvidjeti usporedbom s modelima gospodarske diplomacije drugih zemalja. Temeljem provedenih case (country) study-a komparativnom metodom, prikazom sličnosti i razlika niza nacionalnih modela provedbe i cjelokupnog sustava gospodarske diplomacije, omogućuje da se iz nje izvedu kauzalno valjani zaključci. Country study obuhvatio je analizu i komparaciju sustava gospodarske diplomacije razvijenih zemalja: Austrije i Francuske, te tranzicijskih zemalja: Poljske i BIH, i usporedbu s Hrvatskom, kao i mogućnost implementacije pozitivnih primjera u hrvatski model gospodarske diplomacije. Struktura podataka svake od navedenih zemalja obuhvatila je opće i gospodarske podatke, s naglaskom na makroekonomske pokazatelje, porezni sustav, vanjskotrgovinsku razmjenu, zatim specifičnosti razvoja gospodarske diplomacije, organizaciju mreže, odnosno modela gospodarske diplomacije, te pitanje ljudskih potencijala, odnosno način regrutiranja i obuke kadrova u gospodarskoj diplomaciji. Izuzev navedene metode komparacije (country study) i kritičke analize recentne domaće i inozemne znanstvene i stručne literature iz područja predmeta istraživanja, kvalitativni dio istraživanja obuhvatio je i istraživanje strukturiranim upitnikom mišljenja korisnika (gospodarskih subjekata) gospodarske diplomacije Republike Hrvatske i istraživanje mišljenja predstavnika institucionalnog okvira hrvatske gospodarske diplomacije (intervju i strukturirani upitnik). Istraživanje metodom strukturiranog upitnika nad gospodarskim subjektima provedeno je na 200 najvećih poslovnih subjekata prema ukupnom prihodu (privatne i državne tvrtke), a istraživanje institucionalnog okvira gospodarske diplomacije u Hrvatskoj obuhvatilo je Ministarstvo vanjskih i europskih poslova, Ministarstvo gospodarstva, Ministarstvo poduzetništva i obrta, Hrvatsku gospodarsku komoru, Ured Predsjednice RH, Vladu RH, Hrvatski sabor, Hrvatsku udrugu poslodavaca, Hrvatsku udrugu menadžera, Agenciju za investicije i konkurentnost, Udrugu Hrvatski izvoznici, Hrvatsku turističku zajednicu, Hrvatsku obrtničku komoru, Hrvatsku banku za obnovu i razvitak, Hrvatsku agenciju za malo gospodarstvo, inovacije i investicije (HAMAG-BICRO) i Centar za praćenje poslovanja energetskog sektora i investicija (CEI). Slijedom provedenih istraživanja gospodarskih subjekata, odnosno korisnika gospodarske diplomacije i institucionalnog okvira gospodarske diplomacije, te komparativne analize temeljem provedenih country/case study-a odabranih zemalja, kao i kritičke analizu recentne domaće i inozemne znanstvene i stručne literature iz područja predmeta istraživanja dokazana je prva postavljena temeljna hipoteza (H1) u radu: Model gospodarske diplomacije koji provode akteri gospodarske diplomacije u Hrvatskoj jest model natjecanja. Dakle, dokazano potvrđuje ono što je unaprijed definirano, temeljem sadašnjeg modela provođenja hrvatske gospodarske diplomacije, odnosno modela natjecanja, zadaci ministarstva vanjskih poslova i drugih ministarstava se preklapaju, bez jasne podjele poslova, i to ne samo onih koji se odnose na vanjsku trgovinu i investicije, nego i onih koji su povezani sa sudjelovanjem na sastancima međunarodnih organizacija. Nejasno je definirano provode li gospodarsku diplomaciju isključivo državne ili regionalne, i lokalne institucije, te nevladin sektor, uključuje li gospodarska diplomacija isključivo bilateralne ili multilateralne aktivnosti. Empirijski dio istraživanja proveo se primjenom MLE (maximum likelhood estimation) gdje se promatrao utjecaj gospodarske diplomacije na najvažnije makroekonomske indikatore Republike Hrvatske. Uzročnost između intenziteta gospodarske diplomacije u Hrvatskoj i osnovnih makroekonomskih indikatora mjerila se strukturnim relacijama. Kako su osnovni makroekonomski agregati po svojoj prirodi frakcionarno integrirani polazeći od te pretpostavke primijenio se empirijski VARFIMA model baziran na frakcionirano integriranim podacima. Primarna zavisna varijabla u VARFIMA modelu bili su različiti makroekonomski indikatori – industrijska proizvodnja, nezaposlenost, inflacija, izvoz (obuhvat varijabli bio je ograničen dostupnošću podataka na mjesečne i kvartalne vremenske serije). Kao proxy za ukupnu gospodarsku aktivnost uzet je indeks industrijske proizvodnje, kao jedan od najvažnijih makroekonomskih agregata jer mjesečne vremenske serije BDP za RH nisu raspoložive. Strukturnom relacijom definirala se veza između osnovnih makroekonomskih indikatora kao zavisne varijable i nezavisnih varijabli od utjecaja na njih. Među nezavisnim varijablama koristile su se različite mjere aktivnosti gospodarske diplomacije – (ulaganja, popis donesenih zakona, pravilnika i Zakona od 1990. godine). Testiranjem podataka temeljem izvedenih relacija pomoću VARFIMA modela dokazana je postavljena druga temeljna hipoteza (H2) u radu: Gospodarska diplomacija kao segment institucionalne ekonomije ima utjecaj na osnovne makroekonomske indikatore te pomoćna hipoteza (H2a): VARFIMA modelom moguće je izmjeriti utjecaj gospodarske diplomacije na kretanje osnovnih makroekonomskih indikatora. Testiranjem podataka putem VARFIMA modela došlo se do rezultata kako najmanji učinak, odnosno najmanju povezanost pokazuju serije gospodarske diplomacije i indeksa potrošačkih cijena, nezaposlenosti, slobodnih radnih mjesta i troškova rada. S druge strane, testiranjem podataka i serija putem VARFIMA modela došlo se do rezultata kako s porastom aktivnosti gospodarske diplomacije industrijska proizvodnja i izvoz evidentno rastu, kao i obrnuto, što je izuzetno značajno za ekonomski rast i razvoj hrvatskog gospodarstva, zbog njihovih multiplikativnih učinaka. Radom, su kroz teorijski i empirijski dio dokazane kako temeljne tako i definirane pomoćne hipoteze. More both the home and foreign markets, so countries which have not developed their economic diplomacy concept cannot have a proactive role in their relations to other countries, but become the object of other countries’ economic diplomacies. In the past, economic diplomacy was mostly associated to issues from the area of negotiations about tariffs and import quotes, as well as to other market conditions. Today it covers a wider range of state regulations and proceedings which influence the international market, from standards of health, safety, environment and consumer protection to regulations encompassing services such as banking, telecommunications and accountancy, the market competition policy, taxes and the immigration policy. The Croatian economy is, at the same time, recuperating from a deep economic crisis, burdened with growing and unsustainable levels of public debt. The 2015 European Commission’s report for Croatia named a series of structural difficulties like slow growth, long lasting restructuration of companies, low level of employment, threatened external sustainability, high foreign liabilities and public debt and a decrease in consumption and investments. Except for the mentioned problems, Croatia has found itself in the proceedings of intensified monitoring due to macroeconomic instabilities and in the excessive deficit procedure (further in the text: EDP). EDP was activated in January 2014, but in June 2014 it was set in dormant conditions because the European Commission determined that Croatia had been taking appropriate measures with the aim of correcting budget instabilities. In this context, the question has been asked of how to stir new investment projects, stop economic decline and regain economic growth, as well as the whole economic development of a country, what the role of a country’s economic diplomacy is, i.e. which economic diplomacy’s organisational model should be conducted to find the way of reaching the set aims of a country’s growth and development. Each country’s economic diplomacy model represents diplomatic activities directed toward the improvement and protection of a country’s economic interests, while its concept should ensure that activities in such diplomacies are efficient and successful. Each country builds up its own economic diplomacy organisational model which will, to the highest extent, protect and secure its economic growth and development and thus find a position in the international environment. All the knowledge, experience and tradition which a country has in its international positioning have been summarized in its organisational model (way) of communicating with other active participants (subjects) on the international scene, while a set of all these activities is defined as the economic diplomacy model. Literature has set forth the following classification of economic diplomacy models: a) Unified model – the Ministry of External Affairs completely governs and unifies issues linked to external affairs and external trade. b) Partly unified model – the Ministry of External Affairs and the Ministry of Economy together set a special department in charge of trade and investments. c) Third agency model – the Ministry of External Affairs does not deal with trade issues at all, while jobs related to trade are taken over by independent bodies working under the supervision of the Ministry of External and European Affairs. d) Competition model – the Ministry of External Affairs and other Ministries’ tasks overlap, without a clear division of jobs, not only of those relating to trade and external politics, but also those linked to participation in international organisations’ meetings. e) Relinquishment model – the Ministry of External Affairs relinquishes issues linked to trade and investments to other ministries. The beginnings, situation and development of the Republic of Croatia economic diplomacy have been quite neglected and not treated, especially regarding the sole public diplomacy, and the theoretical-conceptual framework of understanding economic diplomacy has not been clearly set. Former researches in the area of the Republic of Croatia economic diplomacy was based on the qualitative approach, i.e. the theoretical research concept, while the quantitative research aspect was neglected, primarily due to the lack in data and quantitative measurements done in its area. A certain model of economic diplomacy’s organisation and reach can be seen by comparing them to other countries’ economic diplomacy models. Based on the conducted Case (Country) Studies using the comparative method, the display of similarities and differences between a series of national models for the conduction and the whole system of economic diplomacy, it is possible to derive causally valid conclusions. The Country Study included the analysis and comparison of developed countries economic diplomacies’ systems: Austria and France, as well as of transition countries: Poland and Bosnia and Herzegovina, the comparison with Croatia and the possibility of implementing positive examples into the Croatian model of economic diplomacy. The structure of data for each of the named countries included general and economic data with an emphasis to macroeconomic indicators, the tax system, international exchange, the specificities of economic diplomacy development, organisation of the network, i.e. the economic diplomacy model and the question of human potentials, or the ways of recruiting and training staff in economic diplomacy. Except for the aforementioned comparison model (Country Study) and the critical analysis of recent home and foreign scientific and specialist literature on the research subject matter, the qualitative part of the research included also the research which used a structured questionnaire of the Republic of Croatia economic diplomacy users’ opinions (economic subjects) and a research of representatives of the institutional framework of the Croatian economic diplomacy’s opinions (interviews and structured questionnaires). The research using the method of structured questionnaires over economic subjects was conducted with 200 major business subjects according to their total income (private and state companies), while the research of the institutionalized framework of economic diplomacy in Croatia included the Ministry of External and European Affairs, Ministry of Economy, Ministry of Entrepreneurship and Crafts, the Croatian Chamber of Economy, the Office of the Republic of Croatia President, the Republic of Croatia Government, the Croatian Parliament, the Croatian Employers’ Association, the Croatian Managers’ Association, the Agency for Investments and Competitiveness, the Association of Croatian Exporters, the Croatian National Tourist Board, the Croatian Chamber of Trades and Crafts, the Croatian Bank for Reconstruction and Development, the Croatian Agency for SMEs, Innovations and Investments (HAMAGBICRO) and the Centre for Monitoring Business Activities in the Energy Sector and Investments (CEI). Pursuant to the research conducted over the economic subjects, i.e. users of economic diplomacy and the institutional framework of economic diplomacy, as well as the comparative analysis of the conducted Country/Case Studies of the chosen countries and the critical analysis of recent home and foreign scientific and specialist literature about the research subject matter, the paper’s first basic hypothesis (H1) has been proved: the economic diplomacy model conducted by active participants in the Croatian economic diplomacy is the competition model. Correspondingly, what was proved has confirmed what had been previously determined based on the present model of conducting the Croatian economic diplomacy, or the competition model, namely that the Ministry of External Affairs and other Ministries’ tasks overlap, without a clear division of jobs, not only of those relating to trade and external politics, but also those linked to participation in international organisations’ meetings. It is unclear if the economic diplomacy is conducted by solely state institutions or by regional and local ones, or by the nongovernmental sector, and if the economic diplomacy includes only bilateral or also multilateral activities. The empirical part of the research was conducted using MLE (Maximum Likelihood Estimation) where the influence of economic diplomacy over the most important macroeconomic indicators of the Republic of Croatia was studied. The causality between the intensity of economic diplomacy in Croatia and the basic macroeconomic indicators was measured by structural relations. As the basic macroeconomic aggregates are, in its nature, fractionary integrated, this was the starting assumption for the application of the empirical VARFIMA model based on fractionary integrated data. The primary dependent variable in the VARFIMA model were different macroeconomic indicators – industrial production, unemployment, inflation, export (the variable reach was limited by the accessibility of data to monthly and quarterly time series). The proxy for the whole economic activity was the index of industrial production as one of the most important macroeconomic aggregates, since the monthly time series of the GDP for Croatia are not available. The connection between the basic macroeconomic indicators as the dependent variable and the independent variables influencing them was defined by the structural relation. Various economic development activity measures were used as independent variables – (investments, the list of enforced legal acts, ordinances and laws since 1990). The paper’s second basic hypothesis (H2) was proved by testing the data based on the relations derived from the VARFIMA model: economic diplomacy, as a segment of institutional economy, has an influence on the basic macroeconomic indicators; the sub-hypothesis (H2a) was also proved: it is possible to measure the influence of the economic diplomacy over the basic macroeconomic indicators movements with the VARFIMA model. Testing the data by the VARFIMA model brought up the result that the least effectiveness, i.e. the least connection is shown by economic diplomacy series and the index of consumers’ prices, unemployment, job vacancies and labour costs. On the other hand, testing the data by the VARFIMA model also brought up the result that the rise in the economic diplomacy activities leads to an evident rise in industrial production and export, and vice versa, making it, due to their multiplicative effects, extremely significant for the economic growth and development of the Croatian economy. Through its theoretical and empirical part, the paper has proved both the basic and the defined auxiliary hypotheses. Less Keywords
